Rapid Assessment Hub and Outreach Service for Rough Sleepers

Southend-on-Sea City Council is contracting a Rough Sleeping Rapid Assessment Hub and Outreach/Inreach Service, funded by the Government's Rough Sleeping Initiative. The service must provide a minimum 12-bed supported hub for individuals experiencing rough sleeping or at risk of becoming homeless. Key responsibilities include: identifying and engaging rough sleepers through outreach and inreach activities; conducting assessments; providing housing-related support; coordinating move-on pathways to stable accommodation; managing referrals to appropriate services; ensuring safeguarding compliance; and establishing partnerships with local providers. The goal is to help individuals transition into suitable accommodation and services while preventing return to rough sleeping, supporting Southend-on-Sea's broader homelessness reduction objectives.
