Development Partner Appointed for Penrhys Housing Regeneration Project

Trivallis has successfully awarded a contract to a development partner for the Penrhys Regeneration project. The development partner will collaborate with Trivallis to design and deliver a new mixed-tenure housing development, managing all project stages from planning through construction to sales and post-completion support. The initial phase will deliver approximately 121 new homes, with a long-term vision for 800-900 homes across the full site. Social value and community engagement, including resident involvement throughout the process, are integral to the project. The procurement process included preliminary market engagement (August 2025), followed by a three-stage competitive process: Stage 1 (November-December 2025) for WPSQ submissions and case studies, Stage 2 (January-April 2026) for initial proposals and dialogue with shortlisted suppliers, and Stage 3 (July 2026) for final tender submissions. This notice confirms the contract award following the completed procurement process.
