Lead Mechanical and Electrical Engineering Design Consultant for Meath Schools Heat Pump Project

The Sustainable Energy Authority of Ireland (SEAI) and the Department of Education and Youth (DEY) are seeking a Lead Mechanical and Electrical (M and E) Engineering Design Consultant to deliver heat pump heating system installations across up to ten schools in County Meath under the Energy Pathfinder Programme 2025-2026. This tender is for a single lead consultant responsible for the complete design process for medium energy usage schools (thermal energy use under 300,000 kWh/year). Key responsibilities include coordinating and procuring specialist providers, managing all design disciplines, contracting subcontractors as needed, and delivering the project through all five stages of the CWMF (Common Warming and Mechanical Framework). The initiative aims to reduce CO2 emissions by piloting bivalent heat pump systems in schools. Applicants must demonstrate substantial experience in Irish school design and delivery of projects of comparable scale and complexity. All project deliverables, additional services, and management costs must be included within the tendered fee. The successful consultant will manage the full design coordination and be responsible for successful project execution across all schools in the bundle.
