    Brief

    Cheshire East Council is seeking a single security services provider to deliver comprehensive security across approximately 65 sites of varying sizes and types throughout the council area. Services required include static guarding, ad-hoc security, emergency response and key holding (fire and intruder alarms), mobile patrols, CCTV installation and monitoring, site locking/unlocking, and security stewarding for events. The portfolio spans corporate offices, rural parks, car parks, and operational high-risk sites, requiring the provider to adapt services to diverse locations and challenging conditions including rural settings with limited lighting and weather-affected access. This is a light touch contract procured through the Competitive Flexible Procedure under the Procurement Act. The selected provider must deliver all services directly without subcontracting, to ensure direct control over personnel vetting, licensing, training and operational management. Consortium bids are not permitted; a single economic operator must be appointed to maintain clear accountability, effective personnel control and robust operational governance. The council has determined that sufficient market capacity exists to deliver these requirements in-house.
