    Brief

    This is an 8-year contract opportunity (5 years initial plus up to 3 one-year extensions) to provide highway and footway maintenance services across the Metropolitan Borough of Sefton. The successful contractor will deliver both reactive maintenance and larger capital schemes as instructed through Task Orders. Core reactive maintenance services include: footway repairs (bituminous, flags, tiles, blockwork, kerbs); carriageway repairs and patching; road restraint system maintenance; trial pits; out-of-hours emergency call-out (1-hour response time); winter gritting and snow clearance support; and pump inspection and servicing. Additional services may be instructed by the Service Manager, including: highway and land drainage system repairs and construction (culverts, ditches, pipework, manholes, gullies); footway reconstruction schemes; carriageway surfacing schemes; CCTV drainage surveys; and specialist testing (coring, skid resistance, deflection testing, compaction, permeability checks, and surface material testing). Utility searches are available on a call-off basis with no minimum volume guarantee. The Council will use Key Performance Indicators to monitor contractor performance and determine extension eligibility. The contract is being tendered under the open procedure (Procurement Act 2023) and the Council welcomes innovative delivery methods and supplier partnerships. Please note: tender participation does not guarantee any specific volume of work.
