    Brief

Merseyside Vision for Recovery (MVRP) is conducting preliminary market engagement to inform the development of a future commissioning opportunity focused on youth digital safety and online harms across the Merseyside region. The initiative aims to explore a coordinated public health approach that enables children and young people to stay safe online, develop digital confidence, and thrive in digital environments. The engagement will examine current provision, identify strategic and practice gaps, assess workforce capability, review prevention approaches, evaluate partnership models, and determine feasible delivery options. The opportunity may involve two main areas: (1) building system capability through workforce development, training resources, communities of practice, and evidence translation; and (2) local authority test-and-learn pilots exploring place-based approaches including digital youth work, targeted prevention, safeguarding pathways, and peer-led initiatives. This is a market engagement phase to gather intelligence and is not a final specification or procurement commitment.
