Postgraduate accredited learning programmes for UK civil service policy professionals

The Civil Service Policy Profession comprises approximately 38,500 civil servants across UK regions and nations. The Department for Education seeks to partner with higher education institutions to develop and deliver accredited postgraduate programmes from September 2027 that build skills and capabilities of policy makers in line with Policy Profession Standards. This two-lot procurement invites bids for: Lot 1 - a 180-credit Master's course (five cohorts, one per academic year from 2027/28) for experienced policy leaders to strengthen advanced capability; and Lot 2 - a flexible postgraduate learning offer including standalone modules, Postgraduate Award, Certificate, Diploma, and a separate 30-credit Postgraduate Award for Government Policy Fast Streamers delivered annually over three years. All programmes must be accessible to civil service departments across government. Contract value will be determined by actual student volumes funded by individual departments.
