Fuel Poverty Data Research and Welsh Housing Survey Integration

This research contract seeks to identify and assess data collection methods for calculating fuel poverty according to Welsh Government definitions. The project will evaluate options for integrating fuel poverty measurements into the Welsh Housing Survey Conditions Survey. Deliverables include defining three data collection approaches (Bronze, Silver, and Gold levels) with varying levels of detail and cost, along with an evidence base to guide survey design and development of interview questions. This work will establish the foundational framework for future fuel poverty monitoring and assessment in Wales.
