    Brief

DAI Global UK is seeking qualified engineering firms or consortia to provide technical advisory services under a call-down framework for the Building Resilience and Addressing Vulnerability to Emergencies - Institutional Strengthening (BRAVE-IS) programme in Pakistan. This multi-year programme (2026-2029) is funded by the UK Foreign, Commonwealth & Development Office (FCDO) and aims to strengthen Pakistan's institutional capacity to design and maintain climate-resilient infrastructure. Background: Pakistan's infrastructure faces significant risks from floods, extreme heat, drought, landslides, and earthquakes. While the government has introduced climate and disaster risk requirements into public investment planning, state institutions require specialist engineering support to effectively implement these requirements across infrastructure planning, design, appraisal, and maintenance. Scope: The successful firm or consortium will be appointed under a Time and Materials call-down framework and mobilized through individual task requests. Required expertise includes: climate-resilient infrastructure engineering and design; hydrology, hydraulics, and flood-risk engineering; water resources, irrigation, and drainage; infrastructure planning, appraisal, and risk assessment; geospatial, digital, and engineering software; and engineering capacity development. Services must strengthen government capacity without substituting for it. Eligibility: Applicants must be legally registered in Pakistan with valid Pakistan Engineering Council (PEC) consulting engineering firm registration. Consortia of up to four members (with one lead member) are permitted. Work will be based in Islamabad, Lahore, Karachi, Peshawar, and Gilgit, with travel throughout Pakistan as needed. Locally based personnel rates are required. Contract Terms: Initial contract period runs from award date to 31 March 2027, with extension possibilities based on programme requirements, performance, and FCDO approval. Contracts are issued by DAI Pakistan (Pvt.) Ltd. No minimum work volume is guaranteed. Application: Submit one email to brave-is@dai.com with subject line "BRAVE-IS-003 - Proposal - [Firm name]" containing two PDF attachments: (1) technical submission (maximum 10 pages plus CVs), and (2) financial proposal with daily fee rates for five personnel levels. Proposals are scored 80% technical and 20% financial and must remain valid for 90 days. Deadlines: Clarification questions due 29 October 2026 (subject: "BRAVE-IS-003 - Clarification Question - [Firm name]"). Proposal deadline: 9 November 2026 at 17:00 Pakistan Standard Time (12:00 UK time). Late submissions will not be accepted. DAI reserves the right to cancel the procurement or make no award.
