Parent and Carer Advocacy Service

Manchester City Council is seeking market engagement to inform the commissioning of a Parent and Carer Advocacy Service. This service will provide short-term, early intervention advocacy support to parents and carers involved in Child Protection processes, helping families understand safeguarding procedures, build confidence, and participate meaningfully in decisions affecting their children. The Council is piloting a small-scale, community-based model supporting approximately 50 families annually through flexible delivery combining paid staff, volunteers, and peer advocates. The service must demonstrate strong local knowledge of Manchester's communities and employ a strengths-based, relational approach to family support. This market engagement exercise aims to gauge provider interest and capacity, explore delivery models including community and volunteer options, assess local feasibility, and obtain cost estimates.
