    Brief

    Transport Infrastructure Ireland (TII) is seeking qualified civil engineering contractors to deliver heavy civil works for the Dublin MetroLink project through the M120 Framework Agreement. This multi-party framework will be established through a two-stage competitive process (Selection Stage and Tender Stage) and will comprise two value-based lots. Lot 1 covers complex projects valued at €50 million or more, including tunnel portals and multi-span viaducts. Lot 2 covers projects under €50 million, such as retaining walls and foundation works. Up to three contractors will be appointed per lot and will be eligible to bid on future call-off contracts through mini-competitions. The framework will also be available to Irish Rail for heavy civil works at Glasnevin station. Eligible contractors must demonstrate strong financial standing, technical capability, and relevant experience in large-scale civil engineering projects. The procurement is conducted under EU Utilities Regulations, with the PQQ process establishing the shortlist of five applicants per lot, followed by an Invitation to Negotiate and potential Best and Final Offers. Appointed contractors will compete for the first call-off contracts: Dublin Airport station box (Lot 1) and Tara Street excavation works (Lot 2).
