    Brief

The Department seeks a Service Provider to conduct a nationwide observation survey across Great Britain to measure current compliance rates with seatbelt and mobile phone use legislation. This survey builds on previous research, with the most recent survey completed in 2023, and will provide essential data to monitor key performance indicators in the Road Safety Strategy. The Service Provider will be responsible for: collecting observational data on driver mobile phone use and front-seat seatbelt wearing rates; producing detailed data tables; and preparing a comprehensive report for publication on Gov.UK. The findings will be used to track progress against road safety commitments and inform policy decisions.
