Long-Term Operator Concession for Spinnaker Tower Portsmouth

Portsmouth City Council is seeking a qualified operator to manage Spinnaker Tower on a 25-year concession partnership basis, starting 11 October 2026. The Tower is a prominent waterfront landmark located in Gunwharf Quays offering panoramic views of Portsmouth, the Solent, and the Isle of Wight. The successful operator must maintain the Tower's primary function as a public viewing facility, operating during specified hours as set out in the Council's specification. The tender assessment process has been completed, and this Award Notice initiates a statutory Standstill Period of at least eight working days, during which unsuccessful suppliers may lodge legal challenges. Once this period expires without challenge, the Council will finalise contract terms with the successful supplier. The operator will take over from the current incumbent following expiry of their lease on 10 October 2026 and will operate under a new 25-year lease with an associated concession arrangement.
