Electronic Key Management System Replacement for Pennine Care NHS Foundation Trust

Pennine Care NHS Foundation Trust, a mental health and learning disability services provider across Greater Manchester, is seeking to replace its end-of-life electronic key management system. The Trust currently operates 18 cabinets and 7 associated door access control pods across inpatient sites. Manufacturer support for 16 cabinets ends on 31 May 2027, making replacement urgent. The procurement will be conducted through the Pagabo Small Works Dynamic Purchasing System (DPS) with a further competition expected to launch in mid-October 2026, open to suppliers already admitted to the DPS. Key requirements include: replacement of 16 end-of-life cabinets with the remaining 2 either replaced or integrated into the same system; retention of existing physical keys, locks and master suites; biometric and non-biometric release options at cabinets and controlled doors; ward entrance/exit control at airlock locations preventing key holders from leaving without returning keys; central web-based administration with audit trails, reporting, alarms and escalation procedures; standalone operation capability during outages; and full installation, commissioning, data migration, staff training, equipment removal and ongoing support in inpatient mental health settings.
