    Brief

Swansea Council seeks an experienced consultant to develop the West Glamorgan Population Needs Assessment 2027 for the Regional Partnership Board. This statutory work must comply with the Social Services and Well-being (Wales) Act 2014 and provide evidence-based findings to guide the Area Plan, commissioning decisions, and service improvements across the region. The consultant will analyze quantitative and qualitative data, identify information gaps, conduct additional research as needed, and deliver a publication-ready assessment. Key responsibilities include working with the Programme Director and Deputy Programme Director to provide specialist analytical, research, and writing expertise. The contract includes a secondary component: a focused local needs assessment on violence against women, domestic abuse, and sexual violence that complements the regional assessment. Ideal candidates demonstrate strong research methodology, evidence synthesis, familiarity with Welsh social services legislation, and excellent technical writing skills.
