    Brief

    The London Violence Reduction Unit (VRU) is seeking an Expert Partner to support its strategic approach to youth digital safety and online harms affecting young people aged 11-25 in London. This is a market engagement exercise ahead of a formal procurement opportunity. About the VRU: The VRU, hosted within the Mayor's Office for Policing and Crime, uses a partnership-based public health approach to prevent violence through early intervention. Since 2019, it has delivered over 550,000 targeted interventions across London. Background: Online platforms create both opportunities and risks for young people, including exposure to harmful content, exploitation, harassment, and coercion. There is a significant gap between young people's experiences and the systems designed to support them. The VRU aims to develop a more coordinated, evidence-led, youth-centred regional model for addressing online harms. Scope: The commission is structured in two lots: - Lot 1 (Research, Policy and Strategic Insight): Up to £110,600 fixed budget - providing strategic evidence, research, policy support, knowledge products, and external influence on youth digital safety - Lot 2 (Programme Development, Test-and-Learn and Learning Partner): Up to £205,400 fixed budget - supporting programme design, co-design, implementation learning, and continuous improvement Both lots include optional draw-down provisions (up to £82,000 and £152,000 respectively), with maximum total contract value of £550,000 excl VAT over 30 months (2 years plus 6-month extension). The Expert Partner will support the VRU's wider youth digital safety programme, including Trusted Adult Training, Digital Youth Work Pilots, and Local Authority Test-and-Learn Pilots. Desired Outcomes: A stronger evidence base on online harms, improved safeguarding practice, embedded youth voice, stronger programme design and evaluation, improved coordination across partners, and increased VRU influence locally, regionally and nationally.
