    Hampshire County Council, Southampton City Council, Portsmouth City Council, Isle of Wight Council, and the Police and Crime Commissioner for Hampshire and Isle of Wight seek a single provider to deliver Appropriate Adult services across their combined regions. The service will provide trained Appropriate Adults for children and young people (when parents, guardians, or representatives are unavailable) and vulnerable adults (when relatives, guardians, or suitable adults are unavailable) in police custody and other designated settings. The provider will also conduct age assessments for Unaccompanied Asylum-Seeking Children in Hampshire where age is disputed. Based on recent annual demand data, the service is expected to deliver approximately 10,450 hours annually, comprising 1,574 hours for vulnerable adults in Portsmouth, 6,636 hours for vulnerable adults covered by the Police and Crime Commissioner (Southampton, Hampshire, and Isle of Wight), and approximately 2,218 hours for children across Youth Justice Services in all four areas. The successful provider will deliver services through five separate contracts issued by each collaborating authority and the Police and Crime Commissioner, all using standardized terms and conditions. This is an indicative volume estimate with no guaranteed minimum hours, and the provider must meet actual demand according to the service specification.
