    Brief

    Cardiff Council is seeking a developer/contractor to finance, design, and construct a new 800+ space car park at the International Sports Village in Cardiff Bay, with at least 10% of spaces equipped with EV charging infrastructure. The Council will contribute up to £3m (excluding VAT) towards the estimated £4.5m project cost and will acquire and maintain the car park upon completion. To bridge the funding gap, the successful supplier may independently operate EV charging spaces and/or develop renewable energy infrastructure on the site—such as solar canopies, battery storage, or additional EV charging—under a negotiated lease agreement. The site benefits from excellent connectivity via the M4, A4232, rail, and bus routes. This is a concession contract procured through a competitive flexible procedure under the Procurement Act 2023. Tender documents including the detailed Scope, Site Plans, Technical Information, and Heads of Terms are available on the Proactis Portal. Suppliers must submit a Procurement Specific Questionnaire (PSQ) by the stated deadline to participate.
