    Brief

    Torbay Council is seeking suppliers to deliver the Substance Use Peer Outreach Programme (formerly known as the Peer Development Programme) starting 16th November 2026. This service provides training and support to people with lived experience of substance use ('peers'), enabling them to deliver harm reduction interventions to people who use drugs across Torbay. The initial contract period is 16.5 months (16th November 2026 to 31st March 2028), with a potential extension for a further 16.5 months until 15th August 2029. Interested organisations must express their interest via the ProContract e-tendering system (www.supplyingthesouthwest.org.uk) and submit a completed Expression of Interest form by 5:00pm on Wednesday 2nd September 2026. All organisations submitting an EOI will automatically progress to the next procurement stage, so applicants should have the organisational capacity and capability to undertake a full procurement exercise. Submit your EOI response through the ProContract messaging facility.
