    Brief

This contract seeks to expand the Well Wave service, a city-wide sexual health and wellbeing programme for young people aged 13-24 in Leeds. Well Wave currently operates through trained workers embedded in existing youth organizations, offering confidential support, sexual health advice, free condoms, lubricant, pregnancy testing, and STI self-screening kits at drop-in sessions. The Well Wave Plus contract will employ dedicated, specialist workers focused exclusively on reaching the most vulnerable, underserved, and hard-to-reach young people. Unlike current staff who deliver Well Wave alongside other responsibilities, these workers will have dedicated caseloads and flexibility to deliver culturally sensitive, accessible outreach in diverse community settings. The goal is to eliminate barriers to access and ensure equitable provision across all population groups, particularly for marginalized and at-risk youth. Suppliers should demonstrate experience in youth engagement, sexual health services, outreach to vulnerable populations, and culturally competent service delivery.
