Fire Detection and Alarm Upgrade for 409 Homes in Cornwall

Corserv Solutions Ltd, on behalf of Cornwall Housing Ltd, is seeking to appoint up to 2 experienced contractors to upgrade fire detection systems across 409 domestic properties in Cornwall. The work includes design, supply, installation, testing, commissioning, and certification to upgrade existing Grade D1 Category LD3 fire detection systems to Grade D1 Category LD2 RF-interlinked systems. Contractors must provide complete operational installations, utilizing existing mains-powered alarm systems where compatible with RF interlinking requirements. Contractors should have experience working in occupied homes across geographically dispersed housing portfolios and understand the associated scope, commercial basis, evidence requirements, and risks. The tender will be evaluated on 60% commercial (cost) and 40% quality criteria. While two contractors are preferred, a single contractor may be appointed if they offer the most economically advantageous outcome, demonstrate superior capacity and resources, or if other contractors submit non-compliant tenders. Final property allocation will be determined after evaluation, considering each contractor's price, capacity, proposed programme, and ability to meet completion deadlines. All works will be performed under NEC4 Engineering & Construction Short Contract (ECSC).
