Rotherham Local Area Energy Plan Development

Rotherham Council is seeking a qualified organization to develop a Local Area Energy Plan (LAEP) for the Rotherham area. The successful contractor will be responsible for: conducting comprehensive stakeholder engagement with internal and external partners; collecting and analyzing energy-related data; modeling scenarios and decarbonization pathways to achieve net zero carbon emissions from the local energy system; identifying, prioritizing and refining projects and actions needed to meet climate change mitigation goals; and establishing a monitoring and evaluation framework with key performance indicators. The deliverables will include a detailed final report and executive summary for policymakers that outlines the scale and scope of activities required, total investment needed, economic and social benefits, and area-specific variations within Rotherham. The contract will run for 9 months, commencing December 2026 and concluding September 2027.
