    Brief

    Suffolk County Council invites contractors to submit bids to receive, process, and treat garden waste from four local authorities: Ipswich Borough Council, Babergh District Council, Mid Suffolk District Council, and West Suffolk Council. The waste will be delivered directly to the contractor's processing site. The successful contractor(s) must produce composted material that meets PAS100 standards, suitable for sale as soil improver or for agricultural land application. The procurement will evaluate solutions based on overall cost-effectiveness and environmental impact, including transport distances, haulage impacts, and treatment costs. Contractors must demonstrate flexibility during the Local Government Reorganisation (LGR) period, with changes to boundaries expected from April 2028 that may affect future tonnage volumes. Three lots are available: Lot 1 (Babergh and Mid Suffolk) - 14,400 tonnes annually, £2,950,000; Lot 2 (Ipswich Borough) - 5,700 tonnes annually, £1,150,000; Lot 3 (West Suffolk) - 11,900 tonnes annually, £2,400,000. All values are excluding VAT and based on estimated tonnages; volumes and spend are not guaranteed.
