    Brief

    Ambition North Wales, representing six local authorities (Conwy, Denbighshire, Flintshire, Gwynedd, Isle of Anglesey, and Wrexham), is seeking a delivery partner to establish and operate a regional collective purchasing scheme called Project HARP (Home Adoption of Renewables Programme). This group-purchasing model will enable homeowners, eligible residents, SMEs, and local community centres to access high-quality low-carbon technology installations at competitive prices. The scheme will support solar photovoltaic systems, battery energy storage systems, electric vehicle charging infrastructure, and associated equipment, warranties, customer support and aftercare services. By aggregating demand across the region, the scheme aims to reduce costs for end-users while supporting delivery of Local Area Energy Plans and regional and national decarbonisation objectives. The delivery partner will be responsible for establishing partnerships with technology suppliers, managing the procurement process, coordinating installations, and providing ongoing customer support.
