Design Services Framework Agreement for Water and Waste Infrastructure

STW and HD are establishing a closed framework agreement to deliver comprehensive capital design services across their operations in England and Wales. The framework, valued at approximately £200 million (excluding VAT), will support their capital investment programme over three regulatory periods (AMP8, AMP9, and AMP10). We are seeking experienced design partners to deliver end-to-end services across the full design lifecycle: optioneering and feasibility studies to develop innovative, value-driven solutions; outline design to develop preferred options and robust concepts; and detailed design to create fully coordinated, construction-ready solutions. Services required include design expertise for water networks, waste networks, water treatment processes, waste treatment processes, potable tanks and distribution service reservoirs, bio resources, and secondment resources. This is a strategic opportunity for suppliers to support a significant capital investment programme while ensuring schemes are developed efficiently, sustainably, and in compliance with regulatory requirements. We seek partners with strong technical capability across all design stages, proven experience in the regulated water sector, and demonstrated commitment to safety, sustainability, and value optimisation.
