HSE People Strategy Development 2026-2029

The Health Service Executive (HSE) is seeking a supplier to develop a comprehensive People Strategy for 2026-2029 that will support three core themes: attract, develop, and retain talent. The strategy will be evidence-informed, dynamic, and compelling, designed to help the HSE become a great place to work while attracting and retaining exceptional people. The supplier will be responsible for: analysing relevant data and information; conducting engagement sessions with key stakeholders; creating and iterating draft strategies based on feedback; and producing a final strategy document complete with a one-year implementation action plan. This is an opportunity to directly influence human resources strategy at a major public health organisation.
