Framework Agreement for Small Site Residential Development and Regeneration

WHG is seeking contractors to help shape a procurement framework for delivering residential regeneration across a portfolio of 300+ small sites. The organization owns over 500 underutilized sites including vacant garage courts, infill land, parking areas, and aging residential buildings across its operating area. These sites have significant development potential, with an average 50% developable rate that could generate 400-600 new homes. WHG has successfully delivered two clusters of small sites with a third underway, and expects to deliver up to 200 new homes within the next two years, scaling rapidly to 2030. The framework will establish an efficient procurement process and appointment of qualified contractors to deliver these projects. WHG has developed comprehensive standards including JCT contracts, standard house types, and design briefs covering placemaking, materials, performance, and quality. This preliminary market engagement stage invites interested contractors to participate in shaping both the procurement process design and the resulting framework agreement structure. Successful delivery will increase housing supply, support neighborhood renewal, reduce maintenance liabilities, and generate social value opportunities.
