Brief

The London Borough of Ealing and West London Alliance are reopening a Light Touch Framework for the procurement of supported accommodation and semi-independent living services for young people in Region 1, which covers the 32 London councils plus Surrey and Buckinghamshire. The framework has a total duration of 8 years (4+2+2) commencing 1 April 2026. Lot 1 is for Ofsted-registered providers offering supported accommodation for young people aged 16-17 years. Lot 2 is for non-Ofsted registered providers offering semi-independent accommodation for young people aged 18+ and floating support services. Providers may apply for one or both lots. This is a flexible framework under Section 45 of the Procurement Act that will reopen at least twice annually. The framework comprises an unlimited number of providers. The West London Alliance and Ealing Council reserve the right to vary the frequency of openings, open specific lots and regions based on local authority sufficiency requirements, and create additional regions in future. Partners include Barnet, Harrow, Brent, Hounslow, Hillingdon, Hammersmith and Fulham. The estimated service value across the framework duration is indicative only and cannot be guaranteed. Existing successful applicants do not need to reapply.
