Brief

Liverpool City Council's Adult Learning Service is establishing a Light Touch Framework to procure education providers who will deliver learning programmes to Liverpool residents aged 19 and over. Through this framework, the Council will subcontract with providers to deliver high-quality, inclusive education that supports adults furthest from learning and employment. The service aims to increase self-esteem, build confidence, develop work skills and improve employment prospects while responding to the diverse needs of local communities and employers. Selected providers should demonstrate experience in engaging disadvantaged learners, delivering innovative programmes, and creating clear progression pathways to further learning or employment. The Council particularly values providers with established relationships in Liverpool's communities, local knowledge of resident needs, and commitment to reducing poverty and improving health and wellbeing. This framework supports the Council Plan's objective to engage those furthest from education and employment in high-quality learning opportunities, and helps build capacity within the voluntary and community sectors.
