    Brief

The Violence Reduction Unit (VRU) is seeking an experienced Learning Partner to support a pilot programme addressing harmful sexual behaviour in schools. The pilot will operate across one Multi Academy Trust and 3-4 local authorities. Phase 1 - Co-design Support: The Learning Partner will help map existing services, assess local needs, and develop evidence-based approaches such as Theories of Change. This will involve understanding best practice for complex safeguarding issues. Phase 2 - Implementation Support: The Learning Partner will facilitate shared learning across participating areas, establish a community of practice for staff, develop simple performance monitoring systems, and conduct evaluation activities. Context: Harmful sexual behaviour is prevalent in schools and increasingly involves technology (social media, image sharing, AI-generated content). Many school staff lack confidence and training to respond effectively. Schools have a statutory responsibility to address peer sexual abuse, and consistent guidance and support are essential to ensure effective responses. Note: The delivery provider for the pilot programme will be procured separately.
