Evaluation of LLE Program: Process and Impact Assessment

This opportunity seeks qualified evaluators to conduct a comprehensive process evaluation and theory-based impact evaluation (TBIE) of the LLE program. The evaluation will assess whether the LLE reforms have successfully achieved the program's stated objectives and will rigorously test the underlying theory of change model and its key assumptions. Evaluators should be experienced in conducting both process-level analysis (examining implementation, delivery, and operations) and impact-level analysis (measuring outcomes and effectiveness). The findings will provide evidence-based insights into program performance and inform future improvements. This evaluation is critical for understanding what works, why it works, and how well the program is delivering intended results.
