Northumberland Line: Benefits Realisation and Scheme Evaluation Services

Northumberland County Council is seeking consultancy support for the Northumberland Line scheme, which has introduced passenger rail services between Ashington and Newcastle with six new stations. The project aims to improve accessibility, grow the local economy, reduce social exclusion, and deliver environmental benefits to South East Northumberland, Tyne and Wear, and the wider North East region. To maximize and document these benefits, the council requires two key services: (1) Benefits Realisation Management, led by a Benefits Realisation Manager who will work with stakeholders to identify, develop, and track scheme benefits; and (2) Scheme Evaluation activities aligned with the project's Monitoring and Evaluation Plan. Consultants should have experience in benefits realization frameworks, stakeholder engagement, scheme monitoring and evaluation, and economic impact assessment. The successful supplier will help ensure the Northumberland Line delivers its full potential for economic growth, housing development, carbon reduction, and deprivation mitigation across the region.
