Shropshire Leisure Facilities Management Contract

Shropshire Council is seeking an experienced Operator Partner to manage and deliver leisure services across the county under a two-stage competitive flexible procedure. The successful bidder will operate leisure facilities and deliver programs that increase physical activity, improve community health, and reduce health inequalities across all age groups and demographics. Core responsibilities include: operational management of facilities; delivery of public health and wellbeing programs; partnership working with community organizations and sports clubs; and ensuring financial sustainability while maintaining high service quality. Key priorities include increasing participation among inactive and underrepresented groups (people with disabilities, young people, ethnic minorities, disadvantaged communities); promoting mental and physical health; supporting active travel; reducing carbon consumption; and balancing income generation with social outcomes. Bidders must demonstrate commitment to the Council's vision of being a facilitator partner rather than direct service provider, with emphasis on inclusive access, community engagement, and alignment with national health and sustainability strategies.
