Multi-Deck Car Park Design and Construction – Port of Southampton

Associated British Ports (ABP), the UK's largest ports group operating 21 ports and handling approximately one quarter of the nation's seaborne trade, is seeking a Principal Contractor to design and construct a multi-deck vehicle parking facility at the Port of Southampton. This landside infrastructure project includes civil engineering, utilities, drainage, highways, and external works, to be completed within a live operational environment requiring strong programme, stakeholder, and interface management. The procurement will follow a two-stage Competitive Flexible Procedure under the Procurement Act 2023: first, a Conditions of Participation (PSQ) stage assessing capability, capacity, relevant experience, financial standing, health and safety arrangements, and suitability; second, an Invitation to Tender (ITT) stage for qualified suppliers. Interested suppliers must demonstrate successful delivery of comparable building and infrastructure projects, particularly those in operationally constrained or complex environments. PSQ documentation will be issued via the ABP procurement portal, with only successful applicants invited to tender.
