Cleaning Services for St Francis of Assisi Catholic Academy Trust

St Francis of Assisi Catholic Academy Trust is seeking a cleaning contractor to provide comprehensive cleaning services across 9 schools (8 primary and 1 secondary) located in the Lea Valley area. The contract runs for three years from 1st September 2026 to 31st August 2029, with an optional two-year extension to 31st August 2031. Services include core term-time cleaning and periodic deep cleaning throughout the year. The contract value is £2,095,000 (approximately £419,000 annually) and will be awarded on a fixed-price basis with monthly invoicing. The Trust is currently growing and may add additional schools to the contract at its discretion. Key requirements include: employers' liability and public liability insurance of at least £5 million; minimum annual company turnover of £2 million; active management presence with strong relationship-building; monthly management reporting; and commitment to service excellence and innovation. The Trust prioritises best value over lowest price, with evaluation based on 45% price and 55% quality. The procurement follows a two-stage Competitive Flexible Procedure: Stage 1 (Procurement Specific Questionnaire) will select 5-10 candidates achieving a minimum 60% score, followed by Stage 2 (Invitation to Tender). The current contractor is Evergreen Facilities Services. Incumbent cleaning staff are members of the Local Government Pension Scheme.
