    Brief

Tower Hamlets Council is seeking a specialist provider to deliver dedicated LGBTQ+ youth services across the borough. The service will operate centre-based programmes in wards currently lacking LGBTQ+ specific youth provision, serving young people aged 11-19 (and up to 25 where appropriate). Key requirements include: delivering free, accessible, and well-publicised activities; creating safe, inclusive spaces where young people can explore their identities without judgment; employing trained youth practitioners; embedding inclusive practice that welcomes all young people regardless of sexual orientation, gender identity, or expression; facilitating personal development and peer connection; building community; and providing access to relevant health, wellbeing, and safeguarding support. The service aligns with the Young Tower Hamlets Strategy 2025-2027 and represents the Council's commitment to developing ward-level delivery models that remove barriers and stigma. Prospective suppliers should demonstrate experience in LGBTQ+ youth work, inclusive practice delivery, and ability to create welcoming environments that promote belonging, wellbeing, and resilience for vulnerable young people.
