Children's Advocacy and Independent Visitors Service Contract

Swindon Borough Council is seeking a single service provider to deliver Children's Advocacy and Independent Visitor Services for looked-after children and young people. The service will deliver approximately 1,200 advocacy hours annually and maintain 18 independent visitor relationships at any given time. Children's Advocacy provides rights-based support helping young people understand their rights, navigate systems, raise concerns, and ensure their voices are heard in decisions affecting them. Independent Visitors are trained volunteers who build trusted, long-term relationships with looked-after children, offering support, guidance, and positive experiences to promote confidence, resilience, and wellbeing. The initial contract runs for 3 years with an option to extend for up to 2 additional years (in 12-month increments) for a potential 5-year total. Estimated contract value is £359,100 for the initial 3-year term and £598,500 for the full 5-year potential term. TUPE applies to this contract. This requirement will not be divided into lots.
