    Brief

    The Greater Manchester Combined Authority (GMCA) is seeking qualified providers to deliver support services for migrants experiencing or at risk of homelessness, with a focus on those with restricted eligibility for public funds, including those with No Recourse to Public Funds (NRPF) and unresolved immigration status. The procurement is split into two complementary lots running from September 2026 to March 2029: Lot 1 - Immigration and Legal Advice (£649,371.64): Providers will deliver specialist immigration and legal casework to help individuals regularize their immigration status, access welfare benefits or asylum support, prevent homelessness, and exit emergency accommodation. This lot requires close collaboration with the Home Office, Local Authorities, and Lot 2 providers. Lot 2 - Specialist Floating Support (£648,088.95): Providers will deliver flexible, person-centered support to help individuals engage with legal processes, access accommodation, overcome practical barriers, and move toward independence. This lot will coordinate referrals, lead partnership working, and facilitate peer support across Greater Manchester. The service supports delivery of the Greater Manchester Homelessness Prevention Strategy 2021-2026, with expected outcomes including improved access to immigration advice, increased access to public funds, reduced homelessness risk, and strengthened referral pathways. All support must be trauma-informed and culturally competent.
