Domiciliary Care Services Framework for Older and Disabled Adults

Neath Port Talbot Council is seeking qualified domiciliary care providers to deliver home-based care services to older and disabled adults. This is an open framework opportunity (light touch procurement) lasting up to eight years, with an initial three-year period followed by a potential five-year extension, allowing new providers to join during the term. Providers will deliver person-centred care including personal care, daily living support, medication management, and enabling approaches tailored to individual Care and Support Plans. Services will be allocated through a brokerage-led process matching care packages to providers based on essential criteria, though the framework does not guarantee any minimum volume of work. Providers must demonstrate commitment to social value outcomes including community strengthening, prevention, sustainability, and supporting fair local economies. This procurement aligns with Welsh legislation including the Social Services and Well-being (Wales) Act 2014 and the Well-being of Future Generations (Wales) Act 2015.
