Offaly County Council Housing Maintenance Framework Agreement - Pre-let Repair and Refurbishment Works 2026

Offaly County Council is seeking to establish a multi-participant framework agreement for term maintenance and refurbishment works on council-owned housing stock. The contract will cover pre-let repairs on approximately 35 houses over a 1-year period. Works fall into two categories: approximately 30% of properties requiring major refurbishment (external wall insulation, rewiring, replumbing, new kitchens/bathrooms, heat pumps, windows and doors replacement) and 70% requiring standard maintenance (boiler servicing/replacement, minor electrical work, painting, bathroom/kitchen updates, attic insulation, and fencing repairs). A framework list of 12 qualified participants plus 5 reserves will be established and ranked by price. Task orders will be awarded using either Option C (application of framework rates to council-prepared work lists) or Option A (mini-competition among qualified participants). All contractors must be approved by the council's Health and Safety Officer as Project Supervisor for Construction Sites (PSCS) before appointment. Contractors must price all items in the Volume C Pricing Document and demonstrate compliance with the Suitability Assessment Questionnaire requirements.
