Property Valuation and Development Services Framework for Worcestershire Parkway

Homes England seeks experienced consultants to develop a comprehensive property valuation framework for large-scale, multi-stakeholder development projects. The engagement encompasses two main services: (1) Creating a strategic infrastructure and non-residential land valuation framework that addresses complex scenarios including consortium arrangements, multiple asset types (education, healthcare, utilities, transport infrastructure), cost treatments, and multi-landowner considerations; and (2) Applying this framework to assess shared value with Network Rail for the Wychavon Town development, including valuation analysis, cost evaluation, and commercial recommendations. The framework must provide clear guidance on valuation methodologies, decision-making processes, and practical application across diverse public sector and infrastructure assets. Deliverables include inception documentation, valuation principles with decision trees, asset-type specific guidance, worked examples, consortium governance recommendations, and a detailed Network Rail valuation assessment with sensitivity analysis and audit trail documentation.
