    Brief

    The Department for Energy Security and Net Zero (DESNZ) is seeking a contractor or consortium to provide climate services that integrate climate mitigation and adaptation strategies to build resilience and support the UK's net zero transition and Clean Power Mission. This programme builds on the successful CS-N0W initiative with expanded research scope. Key research areas include: developing metrics and thresholds to measure UK climate resilience; assessing how well UK mitigation policies build resilience and identifying implementation barriers; understanding cascading climate hazards and their impacts on the built environment; and modelling global mitigation scenarios to evaluate the benefits, costs, and risks of limiting warming to 1.5°C or below, including avoided impacts and consequences of inaction. The programme takes a whole-system approach to climate resilience and energy security, examining cross-sectoral and cross-border climate impacts on energy and net zero systems. A dedicated knowledge integration work package will provide agile, responsive policy support. Required expertise spans multiple disciplines: climate science, built environment and energy adaptation, economics, and social science. The contractor(s) will use mixed-method approaches including evidence syntheses, literature reviews, data analysis, scenario development, knowledge integration, and policy dissemination. DESNZ expects a multi-disciplinary consortium given the breadth of expertise needed. Expected deliverables include research reports, on-call advisory services and policy briefings, seminars and training workshops, and scientific support. The research will be co-designed with policy teams to address specific policy needs while maintaining flexibility to respond to emerging priorities.
