Support for Victims of Modern Slavery (SVMS) Contract

The UK Government is seeking suppliers to deliver the Support for Victims of Modern Slavery (SVMS) contract, which replaces the Modern Slavery Victim Care Contract. This service provides comprehensive support to adult victims of exploitation and trafficking identified through the National Referral Mechanism in England and Wales. The SVMS contract requires suppliers to deliver specialist support across five key areas: (1) dedicated Support Workers trained in trauma-informed care who assess needs, develop recovery plans, and coordinate referrals across social, legal, psychological and health services; (2) safe, accessible accommodation in shared, family and individual units with transport services for those at risk of re-exploitation; (3) means-tested financial support for living expenses and move-in costs to help Service Users secure long-term housing; (4) psychological assessments and short-term therapeutic support when NHS wait times are unsuitable; and (5) digital tools including automated translation, victim portals, and resource hubs to improve accessibility and engagement. Suppliers must adopt innovative, flexible and responsive approaches that adapt to individual Service User needs, prioritize staff wellbeing and safety, maintain consistency across geographical areas, and build partnerships with statutory and non-statutory organizations to facilitate smooth transitions to longer-term support pathways and independence.
