    Brief

    The Client seeks support to enhance its carbon management processes through the Low Carbon Opportunities Register (LCOR). This role involves maintaining and updating the LCOR, reviewing new carbon-reduction solutions for National Highways schemes, and developing streamlined processes to increase adoption of carbon-saving opportunities across projects. Key responsibilities include: routine register maintenance and accuracy checks; assessment of new opportunity submissions; process improvement and automation to reduce ongoing support needs; knowledge transfer to build internal capacity; and refinement of carbon management tools, templates, and guidance used in carbon workshops. The Consultant will advise on maximizing uptake of the register, track solution adoption across schemes, and provide technical expertise on carbon intensity benchmarks for materials such as structural concrete, including guidance on feasibility and cost implications. This is a transitional, time-limited engagement designed to stabilize and optimize LCOR operations and associated processes, with the goal of progressively reducing reliance on external support through improved workflows and internal capability building.
