New Build Housing Construction Framework

Newcastle City Council is establishing a framework agreement to deliver new build housing schemes across Newcastle. This framework will support the Council's housing delivery pipeline and may include construction of new council homes, houses, low-level flats, associated external works, utilities coordination, drainage, landscaping, and handover services. Modern methods of construction may be used where appropriate. The Council is particularly interested in encouraging participation from small and medium-sized enterprises (SMEs) and experienced contractors from Newcastle and the wider local/regional area. The final framework structure, contract terms, lotting approach, and procurement timetable are still being confirmed and will require internal governance approval. Interested suppliers should register on the OPEN Procurement Portal (www.open-uk.org) to receive updates. A Market Engagement Notice may be issued if early engagement is sought, followed by a Tender Notice on the Central Digital Platform when the opportunity progresses.
