    Brief

    Creative Ireland seeks an evaluation consultancy to assess the second phase of its Shared Island initiative, a €9.3 million government-funded program running from 2026-2028. This initiative promotes cross-community cultural and creative partnerships across the island of Ireland, supporting approximately 23 projects with objectives including: increasing opportunities for young people's cross-community initiatives, enhancing local authority creative networks, positioning Ireland as a global leader in demonstrating creativity's value for mental health and post-conflict recovery, and fostering environmental and social sustainability. The successful tenderer will be responsible for: (1) conducting an economic appraisal of the initiative, (2) performing qualitative analysis, and (3) managing and building capacity of individual project-level evaluators through a formal evaluator network. To maintain evaluation independence, requirements 1 and 2 must be conducted separately from requirement 3. The evaluator will work from project start (June 2026) through completion, delivering an interim report and final report with timelines and outputs to be agreed upon contract award. Tenderers must demonstrate capacity and resources to manage these distinct evaluation components independently.
