    Brief

    Beccles Town Council is seeking a supplier to manage the Beccles Quay car park located off Fen Lane, Beccles, NR34 9BB. This gravel car park spans 1977 square meters and can accommodate approximately 60-65 vehicles at a time, although it does not have individually marked spaces. The parking charges are structured as follows: from 8 am to 6 pm, the first hour is free, up to 2 hours costs £1, up to 3 hours costs £1.50, up to 4 hours costs £2.50, up to 5 hours costs £3, and all-day parking costs £4.50. Parking is free from 6 pm to 8 am, and charges are reviewed annually. The expected income from the car park for the fiscal year 2024-25 is £25,824. Note that there is a designated area for 5 motorhomes, which is excluded from this contract, and the successful bidder will need to coordinate with the motorhome provider to avoid inappropriate charges. Requirements include: payment facilities with a cash machine and a recognized payment app (such as Ringo, PayByPhone, JustPark, APCOA Connect, or Appyway) that allows for free parking registration; clear signage for payment instructions and enforceable PCNs; the ability to suspend PCNs for events; and identification of exempt vehicles (e.g., annual mooring tenants). Service standards stipulate that any 'out of service' issues with the app or payment machine must be resolved within 48 hours of notification, cash must be collected weekly (with flexibility for smaller providers), monthly income payments to the council, timely implementation of charge changes, and provision of management information on car park usage. Interested suppliers should submit a written bid detailing how they will meet the requirements and service standards, including their charges, by 5 pm on Friday, June 27, 2025.
