Grangegorman Residential Care Neighbourhood – Building Construction Project Dublin

The Grangegorman Development Agency (GDA) is seeking 6 building contractors to tender for construction of a new 2-4 storey residential care facility (approximately 12,000 m² floor area) on the Grangegorman campus in Dublin 7 for the Health Service Executive (HSE). This is a two-stage restricted procurement: Stage I involves pre-qualification submissions, followed by Stage II invitation to tender for shortlisted applicants. The project includes demolition of an existing 1,000 m² mental health residential facility, diversion of a live underground power line, and retention of a protected boundary wall structure. The scheme has detailed design approval and obtained planning permission in January 2024 (DCC reference GSDZ4149/23). The successful contractor will manage all construction work, coordinate specialists and subcontractors, and maintain quality responsibility throughout delivery. The GDA is the developer and contracting authority, while the HSE is the ultimate client and will own, occupy and manage the facility. The HSE Estates Department is the approving authority, and the project is funded through the HSE national capital works portfolio.
