Outsourced Payroll Service and HR/Payroll System for London Borough of Hounslow

The London Borough of Hounslow is seeking a Service Delivery Partner to provide a fully outsourced, managed payroll service and Software-as-a-Service (SaaS) HR/Payroll System from 1 October 2027. This is a continuation of an outsourced service established in October 2017, with TUPE applying to existing staff. The incumbent system is iTrent, and the Council will retain an in-house HR operations team for system administration and reporting. Scope of Services: • Fully managed payroll processing for Council employees, Council-owned company employees (Lampton Group), external clients, councillors' allowances, and election payrolls • Payroll services for maintained schools, academies, and extended childcare centres including West Thames College, Norwood Green Juniors, The Green School Trust, and multiple early years settings • Employer role for pension administration covering Local Government Pension Scheme (LGPS), Teachers' Pension Scheme, and other applicable arrangements • SaaS HR/Payroll system with payroll processing, core HR functions, absence management, recruitment, onboarding, and employee/non-employee management • Implementation, system configuration, data migration and reconciliation, ongoing support and maintenance, continuous improvement through benchmarking, and exit/transition support The successful supplier must ensure compliance with all applicable UK legislation and deliver accurate, timely, and customer-focused payroll services.
