Supported Living Service for Young Adults with Learning Disabilities and Autism

Derby City Council invites bids to deliver a supported living scheme for approximately 13 young people aged 18-25 with learning disabilities, neurodiversity, and/or autism. The service will operate from a Council-owned site in Sinfin (a former children's home with three buildings and outdoor space) and focus on developing life skills, independence, and personal outcomes over an 18-month progression period tailored to individual needs. The initial contract runs for 5 years (estimated start 3 April 2028 to 2 April 2033) with the option to extend annually for up to an additional 5 years (maximum 10 years to 2 April 2038). The Council may extend the budget by up to 50% and modify the contract to accommodate site developments, operational changes, or evolving service requirements. This procurement follows the Procurement Act 2023 and uses the Light Touch Competitive Flexible Procedure in three stages. Expressions of interest and document access close at 11:30pm on 23 November 2026, with Stage 1 submissions due by 10:00am on 24 November 2026.
